the city of bellona

Bellona, city in the sky, is on the surface a place of art and culture. Its buildings are tall and elegant, with simple lines and delicate edges catching the light of the nearby sun. At night they all light up, shining in neon, truly creating a city that never sleeps. Transport is conducted via a mix of hovercrafts and monorail, speeding between the buildings and over the remnants of the city's old canal system. The peace is kept, at least around Etoile Heights and Orsir Flat, by an automated security system overseen by officers contracted to Bellona Security.

The city is run by the Consul's advisors, with the Consul themselves overseeing from the highest rooms in Bellona Tower. Each member has their own responsibilities within the city, overseeing a particular aspect of life in Bellona. The current active advisors are:

1. SAKUMA JIROU, SECURITY
2. OPEN, ARTS
3. OPEN, ENTERTAINMENT
4. OPEN, COMMERCE
5. OPEN, MAINTENENCE

While the main attractions of the city, especially within the Heights, are under the control of the Consul and their advisors, there are many places to escape from their watchful eyes. The city is built as a wheel, with the Bellona Tower as its centre point, and the closer you get to the edges, the less scrutiny you will face from the city's government.

etoile heights


Etoile Heights rises above the centre of the town, and is home to its most elaborate and decadent attractions. At its heart is the grand Bellona Tower, where the official operations of the city take place. Surrounding the Tower are the main island's only parklands, although much of the natural life has steadily been replaced by artificial imitations. Standing nearby is the Vesta, less hotel and more an artwork in its own right - there is always light and sound coming from the grand building, its restaurants, casino and theatre. The sprawling complex holds many hideaways where those with a hidden agenda can meet without fear.

The streets in the Heights are broad and clean, always patrolled and always illuminated. The light here is white, lighting the buildings up like marble, and everything is decorated with restrained taste and a minimal aesthetic. There is money here, but little innovation, as its public spaces are always closely watched and monitored. This is the heart of the city, and the stronghold of the Consul and those who follow their ideals of freedom through carefully selected order.

orsir flat


The Inner Flat can be seen from any point in the city, its tall skyscrapers and constant illumination a signpost for the economic heart of the city. The wealth of Bellona's most established entrepreneurs is represented here, with large department stores and Bellona's very own stadium always ready to serve the needs of the city's citizens. Each building is sleek, bright and modern, and approved of by the Consul themselves. The storefronts, hotel lobbies, even cleaning services for apartments here are all manned by automatons, with the occasional sentient overseer. The streets are kept spotless, the peace well maintained, and the doors ever open to citizens wishing to partake in the city's large-scale leisure.


The Outer Flat lacks the gloss and polish of its inner counterpart, but is still constantly bustling with life and energy. The bright signs have more personality, as the stores, clubs and restaurants are managed independently, calling out to their own niche markets. As with the Heights, recent development has introduced a canal network to this area as well, the surface of the water reflecting the life of the area. The lights here are multi-coloured and vibrant, and there is always some kind of music playing faintly in the distance. The essence of the Outer Flat lies with experimentation, pushing the boundaries as the city moves away from the central Tower.

the falls


The Falls is the name commonly given to the city's outskirts. Here the buildings are unkept, often crumbling, and hanging perilously close to the city edge. Bellona's automated security end their patrols at the start of the Falls, and while their sentient counterparts are welcome to try and police the area, very few do. It's the perfect place to hide out, away from the Consul's eye, and as such is home to many less-than-stellar citizens. But not everyone out here is a crook - because of its dilapidated nature, a lot of dangerous experiments are conducted out here on the outskirts, away from where they can cause any lasting damage.

The lights flicker, although there are a few places where they hold steady, providing beacons amongst the clouds of steam and smoke. There are no restrictions here, and as such a booming underground market in old robotics, dangerously experimental technology, and all sorts of things that the Consul, high in their tower, would not approve of. But there is a kind of organised unity here - not one held together by what should be, but one where fraternity is guided by the common desire to survive at Bellona's crumbling edges.

port aurelia


Just a short flight away from the main island of Bellona lies the newly developed island of Port Aurelia. Constructed with thanks to the Consul and their approved developers, the island is home to the first beach in the sky. Water constantly streams over its edges, creating a soft haze that obscures anything unsightly from the shorelines. Unlike Bellona, Port Aurelia is a place filled with nostalgia: the small township of Aurelia is antique in design and cozy in atmosphere, with bright banners and cobbled streets aimed at recreating the perfect getaway from the pressures of city life. Its small local council has the illusion of independence, but as with all things in the city they answer to the wishes of the Consul.

The island has been painstakingly decorated with only the most perfect white sand, with scattered bunches of coral and seashells straight from the labs of Bellona's most accomplished decorators. However, away from the town and the beach, there is a different story. A sprawling forest covers the centre of the island, and while much of it has been tamed and converted in to an ordered park for Bellona's citizens, pockets still remain wild and free. Flora and fauna both have been introduced from the Lowlands in a fit of whimsy, without fully thinking through the consequences that might arise from such foreign bodies in the contained environment.
